A terminal groin is a
structure made of rock or other material placed perpendicular to the shore
adjacent to an inlet for the purpose of stabilizing and controlling erosion.
The Town would like
the ability to use a terminal groin in inlet hazard areas if it is deemed to be
the right solution for our particular set of circumstances. As it stands now,
the existing prohibition on all hardened structures on the oceanside in North
Carolina makes any effort to permit one at Holden Beach a waste of time, effort
and money. The proposed legislation now being considered enables the permitting
of terminal groins subject to specific customized criteria for each potential
location. It would provide the Town with another tool to manage the most dynamic
portion of our beach. Please take the time to educate yourself on this important
